I don't know what it is exactly, but it looks to me like it sprays foam for fire control. The tank is empty and so I am not able to test it but it is in good condition. It is missing a thumb bolt as shown in the last picture, but I don't think that this would affect the function of the unit, and it should be easy to replace.
