It's 583 hallmarked for Russion Gold - circa 1917-s. 

583 gold is a 14 karat gold. In Europe, 14 karat gold is often marked as 585. The Soviet Union used to stamp their 14 karat gold with 583, along with a hammer and sickle symbol and some Cyrillic characters. The British gold office states that 585 is the mark for 14 karat gold, but mathematically, 583 is closer to the actual value of 14 karat gold
